Start with a basic WW2 plane on a separate layer and duplicate it. On the new layer go to Filter>Noise>Add Noise. Move the marker to about 50% and make sure Uniform and Monochromatic are both checked. Then still on the duplicate layer, lower the Master Opacity to about 30-40%.
Step 2:
Merge the two layers together and then duplicate the one layer just so you have a back up copy.
Step 3:
On the duplicate layer go to Filter>Stylize>Find Edges. Then go to the drop down menu in the layers pallet and choose one that you think is best, you may want to mess around with this option while completing the next step
Step 4:
Go to Filter>Other>Minimum and leave it at 1. This may look odd but the next step will fix that.
Step 5:
Go under the Filter tab and click Artistic>Cutout. You can use other filters but for this I'm going with the Neon Glow. Choose the color you want and turn the Glow Size way down and the Glow Brightness way up. You can mess around with all of these settings to make it look the way you want.
Step 6:
Merge the final layers together and there you go.
